TDC and Valve timing

When I put the crankshaft timing mark on the pointer as shown in the manual, the #1 cyl in NOT on TDC, is this correct??? When I align all the timing marks and put the belt on, I do not have any compression (Less than 60 lbs). How can I determine the valve timing to TDC????
