You are generally not allowed to add accessory lighting to your vehicle. Even though they are turn signals and in reality they are probably safer, unless they actually came from the factory, it's most likely classifiable as accessory lighting. Depending on the situation I'm sure you can make an argument in front of the judge/magistrate, but I'm guessing if you got pulled over it was for something other than just your turn signals.

"but I'm guessing if you got pulled over it was for something other than just your turn signals."
I was pulled over in the town of Bel Air, here in MD, for fog lights. Yes, fog lights. On a 92 T-Bird, with no other mods. I was driving 30 in a 35. I used my signals to change lanes. I had my fog lights on in conjunction with lowbeams on a dreary, overcast winter afternoon. I was pulled over for "excessive and unnecessary auxiluary lighting", by a town deputy. Of course he asked me, "Do you know why I pulled you over?", with his hand on his gun, and his sunglasses on... When I replied that I have no idea, he got very cocky and uppity, responding, " you really have NO idea?". I said no, not a clue. To which he replied, "why would you need to have ALL those lights on?". Befuddled, I asked what lights he was talking about. He said the "obviously illegal spotlights on the front of my car", they were Hella 500 series fog lights, 55 watt. He then claimed that they were in direct violation of Maryland motor vehicle saftey standards, and he could impound my car. At that point, I looked at him and said, "you mean these safety standards?" and pulled out a binder containing a printed copy of the Annotated Code of Maryland (COMAR) Title 11, Dept of Motor Vehicles. I then opened to chapter 11, subtitle 14.01 and 14.02, and pointed out that my lights were mounted in the proper location, were the proper wattage, had the proper lens, and were illuminated in conjunction with the correct marker lamps, and had the appropriate DOT certification. I then pointed out the list of official Title 11 auditors in the front of the binder, and then pointed out that the name on the license he was holding was the same as one of the auditors on the page. I then informed him that I was one of the people responsible for reviewing the safety standards for the entire state. Basically, I'm one of the folks who writes the laws he was currently misinterpereting. Needless to say, the look on the deputy's face was priceless! He then returned my license, apologised for his error, and sent me on my way. Its great volunteering my expertise to the state!Jim DeAngelis

Good story, and you're point is well taken. I shouldn't assume people are getting pulled over for other things as there are certainly cops out there with a chip on their shoulder. In my experience people complaining about getting pulled over probably deserved it, but not everyone is doing something wrong and people can definitely be subjected to needless harassment.
So if you're going to add any kind of lighting to your car, you should double check your state's vehicle code, which in most states is available online. It will be great if we have an army of festivas driving around with vehicle code binders.
