Newer cars have a relay that turns off the fog lights if the high beams are on
The switch is prety easy to tap into on the columb - I'll have to look tonight and let you know what wires you need to tap - My fog lights are turned on by relay when I click my parking lights on - I have a switch to manually over ride them.
you can install a simple relay to control the switching of your fog lights from fog to running
you would need a relay that contains both poles of the switch - most auto parts stores are starting to carry the single throw relays so these may be dificult to track down. the relay mentioned would be fog lights in one position (de-energized) and driving lights in the other (energized) - you can take this effort one step further and control the power to your aux lights with a relay that is controled by the switch.
If you want you can wire into the individual functions of the headlight switch and use two seperate single throw relays to control the lights with the high beam function.
It was very simple to wire and theres extra relay holders up under the dash near your buzzer and your turn signals

If you wire your relay controls into the Red with Blue stripe for lows and the Red with white stripe for the Highs you will have individual relay control - the way teh switch is designed the Lows cannot be energised with the highs accept during flash to pass
