Hopefully, you have replaced those with cartridge fuses!
Yep, have power to all of those and they are replaced with Cartridges.

Is there suppose to be only 2 wires going into the positive battery terminal? Just eliminating obvious stuff.

Yes, confirmed on my festivas, two separate stranded lines, pretty low gauge.

I don't know what else to check dude, I'm lost with this one. It has to be a main cable because nothing under the dash works. One of those cables that goes to the battery is headlights and I can just leave that one connected and the headlights come on, but that's the only thing that works. But the main fuse block in the engine bay has power as well. Just the one under the dash doesn't work! Maybe the harness is fubared somewhere in the tape and I should get another one? Should I pull out the harness and give it a one-over to see if it has any breaks in it again?

Ok, Need to ask you a few questions.
When back and reread all posts but did not resolve my questions.

Without the key in the ignition:1) When you turn the headlight stalk handle to the first position what comes on, if anything.

                2) When you move the stalk to the second and final position what comes on?

                3) When you pull back on the stalk do you get high beams.
Well get this it will just take a few sessions of 20 question.

Tail lights, markers, and dash llights are all controled by the parking light relay found in the passenger front fender. Sometimes just a slap will bring it back to life.

93festiva is correct in so far as he goes!

Forgot, with the key still out of the ignition do you have emergency lights?

Now with the key in and turned to the first position marked "ACC"

                      What comes on, if anything?
Check the radio and cig lighter, please.

93Festiva: Thanks, I had that relay plugged into the wrong thing! lights still don't work though. Tested the relay (jump coil and test resistance on other side) and it's good.

                        No Emergency Lights

No radio, no cigarette lighter. Also, there is no power to the constant on the ignition either.

I also tested for continuity under the fuse for main and I do have continuity there.

FIXED. There is a white wire that plugs into another white but sheathed wire, plugged it in and now it all works.

So there, now you are the Master!:notworthy:

My plan was to isolate what was and wasn't working and find where we might want to look first.
Divide and conquer if you will.
Was pretty certain that unless you didn't have any grounds something should have power.
Then we could work our way back!

Best to put a switch in line and route it to one of the unused positions on the instrument surround/cowl.
Better, if you can get one of the defrost switches, I think it will handle the load and will not draw undo attention!
Unless, someone notices you don't have defrost!
