There is no law that states it is illegal. V C Section 27152 is for SIDE exit exhaust. Stating " The exhaust gases from a motor vehicle shall not be directed to the side of the vehicle between 2 feet and 11 feet above the ground." All other laws for exhaust are about noise, nothing about actual length protruding from the vehicle.
I know its a piece of crap but im still faster...and its 100% legal!!!!!
hahaha im lovin where this is going, i wonder if there are any JDM mazda 121's kicking around in japan that are 1 inch off the ground with rusty hoods, roof racks, and bunch of other jdm fads.

I'm convinced! 112.687 is about 50 MPH faster than I cruise on the highway. The stock hamsters just don't put out much power to sustain going faster. That is if you want your Festiva to last for a while.....
