    DETAIL:
The main metal clips comes in two halves.
The top half is on top of the shelf and the bottom half is on the bottom of the shelf. Each set is held by two short screws. Rubber caps cover the sharp tips of the screws.

The cargo shelf slides into those metal speaker shelf clips.
The plastic clips (at the bottom edge of the R. glass) prevent the cargo cover from bouncing.
They snap into square holes that are covered by adhesive dots on Festiva's without this option.
The strings loop around the knobs/spools that are screwed to either side of the inner rear hatch (about midway up the sides of the glass). With them attached, when you raise the hatch the cargo cover raises also.
Okay thanks for the description and images of concerned components.
But a picture is worth a 1K words!
I've searched for images here that show the detail you are explaining but to no avail.
I know its not that complicated. I'm just trying to be thorough.
So your image of the cover actually shows two, top side of one & bottoms side of the other (with bracing~?!).
Unfortunately there is no visible detail of the hinge.

It looks like a 2 or 3" rectangular section at the seat side of the cover is the part you are describing that is secured by metal clips on each edge ?
That section is attached to the remainder of the cover by a fabric hinge?
How is that piece supported in the middle? Is it made out of stiffer material than hardy-board?
    Is that (OE) bracing critical?

    Thanks again

My 88 LX has a cargo cover and the straps that lifts it up with the hatch.
