In my 87 Mazda cluster the hole is there (bottom second from the left) but there is no stencil and if you follow the tracks they've been drilled from factory to break the circuit
On the 93 Ford cluster the circuit is intact but the whole hasn't even been drilled into the white plastic for the bulb to stick through
