just got the theory rims and new 175-60-13 got them balanced twice and still have the front vibrate, has anyone had this problem? anyone know how to fix it?

Is the hole in the center of the wheel the same size as the hub?

Thats most likely the cause of the problem. Festiva wheels are designed to be hubcentric meaning that they are held in the centre by the hub not the lugs. The solution is to get some hubcentric rings. These fill the gap between the hole in the wheel and the hub itself. Your wheel supplier should be able to get them for you.
