I'm looking at buying rims and am wondering if a 13x5.5 rim with a 30mm offset will clear the brakes.. I don't want to buy these rims for them to not fit.

30 offset may give you fender clearance issues but on stock Festiva brakes you should clear calipers with no problems.
I'm running 13's on mine with an Aspire swap which has larger rotors and calipers on the front.Jerry
