Has anyone every looked into this rim supplier? http://gdanjie.en.alibaba.com/

There is a minimum order amount on their rims but they have a freaking awesome selection of rims from 12" up.

i will say this, make sure they accept paypal as western union or other methods may not have secure payment methods at all.
