Rack is off until winter arrives. Lost a good bit of gas mileage with the thing on (can only imagine with the ski racks on the top).

They are pretty nice... I bought a combo kit which included the horns, plug and play wiring harness (connect the horns, +/- to battery, and to the horn lead and you're good to go), and mounting kit. Mounting kit is a nice flat black bar drilled and cut to fit the radiator support area (right below hood latch). Could possibly be swapped to fit on a Festiva?

Anyways - the horns are nice. From inside the car, they sound similar to the loudness of the stock WRX horns... But from in front, it's a different story. The kit as a whole was something like $110... But I've seen the horns themselves going for like $50 shipped (that includes the relay you need), and you can craft your own wiring harness. I went with premade stuff from subimods.com because it was easier to buy than craft my own.

Would it plug into the stock festy horn harness? my guess is yes
Looked up some videos of them, I'll probably just grab a horn out of the next 70s/80s full size I see at the PAP

It should. The harness that I bought has a wire with a spade connector that plugs into one of the two horn hookups. Pretty sure the Festiva plug is similar... If anything, you might have to splice it together somehow, but I'm pretty sure it'd bolt up fine.
