Pretty cool , so what actually does that decal represent ?

It was a County Sheriff squad car

Or The Sheriff acknowledged that Festiva is a awesome car and crowned it with his badge .

In a lot of places, in the Islands, the police and sherriffs get a car allowance, and drive their own cars, at least they used to, back in the day. I got pulled over on the Big Island by a pick-up, a Trans-am and a couple of other "plain" cars.. I guess it's possible that that's what that sticker might be.. Boi??

Not if it was the officers personal car.

I could see a high speed chase with a festiva.

Dispatch: How fast is the suspect going.
                Officer: In excess of 85mph.

That's plenty fast enough on most of the Islands... LOL...
