anytime I've been pulled over, the officer has always checked the VIN against the registration. That's been in MD, PA and NJ.

if he even had a title for say a green festiva, he could potentially use that same title for 10 different green festivas, with little worry of getting caught, because i don't know how things work in the US but here in Ontario, police NEVER check the VIN on the car to make sure it matches the title

Cops round here always check the Vin match it to the plate and also to the owner. If your in someone elses car they will contact the owner and make sure its ok for you to be driving their car.

I have never had any of these things happen to me in Fl, ga,va, or NC. I really hope those pics are from the guy in Raleigh, it would be noce to know that parts are a 1/2 hour away

That's why the VIN on my dash matches the VIN on my registration card... Hopefully they never ask me to pop the hood though!
