My question:

Are the starters interchangable between B6's and Festiva Aspire (MANUAL) cars?

Well the starter interchanging or not actually has more to do with the flywheel and transmission than it does the engine itself, but if the B6 is out of a 323 or a capri (using the 323 or capri trans) then no, it will not fit an aspire transmission... different transmissions = different starters.
