rusty winsheild / wiper cowell where do i get

Im almost finished on all rust repairs all fairly minor except the cowell that slips under the bottom of windshield and goes around wipers Jasin On here said I could get one somewhere on here for about 20$ i just cant find where any one can help that be great thanks

The cowl piece? looked to be welded on. I tried to take that piece off my festiva before i junked it, and we couldnt find a way to remove it.

its got 3 or 4 tack welds and i have a tack weld remover bit for drill those are no problem as far as under edge of windshield it might be but i can see mines all rusted either way its last part that needs fixing its gotta come out
