i changed the fuse and the dlc will not power up my scan tool and i checked the number 16 pin on the dlc connector and there is no power to it. trying to finish the saturn project so i can work on my festiva again and get it ready for the track.

If the fuse you changed was a 10 amp labeled -body- and you have power to dome lights then you have a wiring issue.
