You don't have to paint it. It's a Toluidene Red pigment that chalks under U.V. light from the sun. Most organic red pigments have that white powder on the surface. Just use some buffing compound and a little muscle. You will be amazed that it will look like new again.
Inorganic pigments such as Cadmium Red are not allowed any more because of toxicity? Organic pigments don't have the same hiding power, nor the weather resistance. If you don't want it to chalk again or use buffing compound again, then protect the surface with a silicone wax or clear coat it.
