ok I agree with everyone here in saying that using the "street racing" excuse to fatten the state/city/county wallets it just bullshit plain and simple.
But it looks like they did show the way to get away with not dismantling the car and not being charged with infractions that you would normally get upon underhood inspection.
The way I see it.. Nicely refuse to cooperate without a warrant.. They would have to show probable cause to search without a warrant. Vehicle compliance does not fall into the "probable cause to search" category. (not that they can't find another way..) And as long as you don't pull over onto public property, the car cannot be impounded by the local authorities.. (it could be towed off by the owner of the private property though.) You will go to jail, have to call someone to get bailed out and have the car towed home.. then be fined for not complying with an officer. Go to court, pay the fine and that's pretty much it. Certainly cheaper than making the car street legal, then paying the fines and impound fees..
Heck, even if the car does get impounded, you can do the same thing. Except that when you call, just have them pay the impound fees and pick up the car.
