I think I'll find me another set (yeah, I have two sets in my other two cars, but I'll need them until I convert them to manual belts) and cut off what I don't need for my purposes.

This is exactly the problem I ran into but with the pictures you have provided and the information, I can now over come this ordeal. Many thanks safetyguy.

I guess I will use what I have on hand which is the auto seatbelt roll up brackets. I have already removed the seat belts so now I just need to drill 2 holes and I should be good to go. Again thanks safety and everyone else that has helped!

You could just remove the hog rings and cloth from the seat bottoms and use the late frames with the covers installed. It's a bit of work, but I have done it before.

The late frames were cut and welded on by the PO in order to use them in my 93 parts car. I do have late frames but they were modded to fit the 90+ model festivas, not the early models.

I would think of maybe using some steel to fabricate some brackets that use the seat belt and shifter and whatever other holes to mount to the late model rails either via the late model holes or by cutting and welding to the brackets.

Back in my mini truck days, I mounted some '89 Escort seats in my '90 Isuzu Pup. I sat the seats up in the truck and figured out what I could and couldn't use. I cut off what I could, then propped up what I couldn't. I took some flat 1" stock and cut, drilled and bent in a vise with a claw hammer to bolt to the floor. Then took pieces to mate up to the rail so the seat was level. I used wet rags on the carpet around the mounts and tacked everything in place. Sat in the seat to make sure I liked it, then unbolted the rails from the truck, then the seats from the rails. Finished welding, shot with black paint, regreased and bolted all back together.

My main concern is safety. I believe I can get by with drilling 2 holes and using lock washers and nuts. I might go as far as welding the nut to the floor of the car just to be certain the seats wont rip through the floor during a wreck or something. I need to check and see if later model festivas have a support beam where the seats mount to the floor. I think both early and late models are the same but I want to check just to be certain.

If anyone is wondering exactly what Im talking about, Ill be sure to post pictures when I do this on my next day off. I still got to go to the junk yard and pick up my carpet for my manual seats belts. I ripped all the carpet out because it had moss growing on it but after the cleaning job i done on the auto seatbelt carpet, im pretty sure that I can clean up the carpet that came with my festiva and install it.
