Dipstick...

So a guy I work with has a brother who owns an aspire. He said the spire is blowing the dipstick out everyday. He was talking about getting rid of it cause he has to add oil all the time. I really want it but I also think this could be a simple fix. I told him to make sure pcv valve isn't stuck. If that isn't it, I am guessing valve seals or rings. But he says it doesn't burn blue, it runs good. 1997 with 141k 5 speed. No check engine light. Any ideas?

compression rings broken, oil control rings still intact would be my guess.
