Festiva down

I have a report that there is a red Festiva on the side of the highway, I-81 North, prior to Exit 316.
It appears to have bow damage to the hull and a police sticker on it.

Anyone know who's this is?

could have been towed already. they don't mess around with any sitting vehicle. sucks for the owner. I never knew until a few months ago about all the fines for having a broken down vehicle on the side of the road that gets impounded.
