        He was vague on the details except something along the lines of hoping to get it down to $3k. And his "little Honda" was getting 20mpg before the wonder rotor was installed and then jumped to 30-40? Sounds fishy. You just lead foot it before install to slam it down to 20, then baby it after install to get 40, right?

          Though vague, I wonder if its similar to my idea of adding an electric motor to the rear for taking off from a stop? This is where you use most of your fuel. I had envisioned something along the lines of something similar to a golf cart in that when you took your foot off the gas, the engine died, but when you press the gas, the electric motor kicks in like a starter with a solenoid to take off as the engine starts. This would be easiest in a manual car as then you could start in 2nd or 3rd depending on how quickly the electric motor gets you going. Would only require a second battery or two, and could use a roof mounted solar panel in addition to a larger alternator to keep charged. Regenerative braking would be cool too but I think would drive the costs up.
