If you're gonna use foam, cut the shape slightly large, then go over it with a heat gun and fill as necessary.
Layer it with thinned out elmer's glue or light oil based lacquer/shellac before layering on the FG. Bond promoter also works.
You'll need to put plates in where you intend to mount it. Most of the force on a spoiler is down (if designed properly), but some is back as well... the torsional load can break single layers of FG.
Ell brackets will support the legs to the ends just fine. Layer in a sheet of FG first, put the bracket over it before its' dry and then layer more FG over it.
The biggest thing is hollowing out a space in the bottom, layering in 2-3 layers of FG, then laying in the plates (pre-drilled/threaded) and laying 2-3 more layers over it to make an "envelope" so that the plates are an integral part with the spoiler. You can also just make a very thick bottom layer on the feet and install Tee nuts using FG adhesive.
Honestly, if you're serious about making a spoiler, you're almost better off using veneers and framing it like those old 3D puzzle dinosaurs.
