was the clock an option on festiva after 1990? if so where is it located and does it come standard or was it an option?

A dash clock was never an option in North America's brood of Festivas. You can, however, get one from overseas. Another option would kill two birds with one stone: new radio. Better tunes and a clock!-Zack

I gave up. I went onto meritline.com and found a 12Vclock, outside temp, inside temp and voltage readout thing that is smaller than the clock delete panel. Im going to hardwire it into my electrical and dremel it to fit. It was less than 16 bux.
I think i got this one. Its china stuff so it takes more than 2 weeks to come sometimes. I do love using this company for hdmi cables, CREE flashlights are awesome, android phone cables and chargers etc.
