are all the years of festiva's headlight assemblies the same?

All are interchangeable as far as I know. Obviously left to left and right to right before someone makes that comments.

N. American Festys 88-93 yes, and left is mirror image of the right. But if you start exploring into Kia Pride and Mazda 121 (essentially the same car) you'll find those do not interchange direct.

I do know that some of the lenses did look different. So all years will fit, but I have had two drivers side headlights and they did have a different pattern to the glass.
