Strut top hat question

I know that we all would like to have Rio front struts for their top hat that has a bearing inside.
Could one not just buy the top hat and put it on the Festy/Aspire coil strut?
I see that you can buy just the top hat from many retailers.

The strut shaft size is different.

You can do it easy enough (I did) but a sleeve or collar (rolled piece of sheet brass is what I used) has to be made for the Festy/Aspire shocks (they are thinner stemmed) and some spacers/washers are required on top of the strut in order to ensure that the Rio top hat bearing race turns freely (ie doesn't bear on both the inner and outer bearing races).
