    What does it do? also, why is there a return fuel line on a carb? isn't it low pressure?

    ? I'll assume by the question, you have an 88/9 manual car.

    On the carb cars, there is no vacuum hose to the pump, just a draw from the tank, an output to the carb, and a return to the tank. You are correct in saying the carb is low pressure, but what would happen to the float if it wasn't allowed to close when the bowl is full? It would pressurize the Jets and the venturi and cause an extreme rich condition. Our systems are set for 2.5-3.5 psi and the pump is capable of more volume than the carb can flow at redline WOT. That extra fuel needs to go somewhere.
