    I have a 89 carbed and when I bought it a bunch of the nipples were busted off of the sensors where the hoses attatch, so they are no good, the car still runs great, but my question is has anyone capped all the vaccum lines on a festy carb, mine are already about half broken and not doing anything.

      If you have emission testing in Wisconsin the car will not likely pass without the hoses. Most are there to reduce emissions. The carb on the Festiva is a "feed back" carb which means exhaust gases and fuel fumes are fed back into the engine to reduce emissions. For more information Haynes pubishes an emissions control manual (our city public library has a copy), and the engine wiring diagrams at the back of the Haynes Festiva manual is a pretty good place to see all the sensors.
