lower control arms

i have a 95 aspire with 2 bad control arms i went to chane them and noticed the guy before me welded the bolt and nut to the frame on the drivers side if anyone could tell me the easiest way to fix this it would be greatly appreciated

The nut is supposed to be welded but you should grind off the weld on the bolt side. This is going to be your best bet if you want to get the bolt out.
