Impossible to get better milage and More HP at the same time (in the same engine)
Yes there are some tricks to shift the value of a sensor (colder air or more flow) so that the ECU increases the duty (on longer) of the fuel injectors....The problem.....if the air is not their to mix with extra fuel...It's a waste.

i thought in diesel motors the more hp (to a certain degree) the better fuel milage.

^^not the better the milelage.
The bigger the engine and the more load to move....the efficientcy improves....less gallons per ton of freight moved.
To All: Don't get confused that there is disconnected relationship between HP and MPG. There is a very direct relationship between HP and MPG. As the HP goes up the MPG goes down.
Aways something to ponder: If a 80,000lb tractor trailer gets 4mpg.....and a festiva weighs 2000lbs....why doesn't a festy get 160mpg (80,000/2,000)X(4)

One important reason that scaled down Festivas don't get better mileage as you would expect from scaled up tractor trailers, is that drag coefficients go way down as you scale downward. In cartridge reloading & trajectory manuals, small seventeen or 22 caliber bullets have equal downrange velocities to 30 caliber bullets, tho the smaller bullets may exit gun barrels at 4000 feet per second speeds while 30 caliber bullets exit barrels at 3000 to 3300 feet per second.
