What is going on here? (instrument lights)

Just bought my third. Out of Oregon.

Lots of little quirks... No high beams (suspect switch as bulbs are good). Bad fuel gauge (sender?) Tach stops at 1000.

But the instrument lights are truly weird. It looks like there is a tiny La-z-boy behind the tach. Is there a piece, like a diffuser missing?

From here it looks like electrician's tape over a crack in the clear plastic.

Those lights look too bright to me. Could check for correct bulbs first. The instrument cluster is not real hard to take apart if you want to check it out.
