93 b8 swapped Festiva

I have no history on this car ,but it has the b8 computer and maf . The problem is it is bogged down till it hits like 2500 rmp then it takes off like a rocket .My son in law is bringing it to me to look at he said he has it in time .What do you think I need to look at ?Thanks
