what a stupid place to put them. you have to remove the battery, and the overflow, and the windshield wiper spray pump and the inner fender to get some of that stuff out and then you can get to the relays. smooth move ford. i think i found out some of my problems. the spray pump is bad, the blower fan relay had some green crusty on it, and i think the blower fan switch is bad as well. as soon as i can get the blower fan switch out i can test it better.
