Spongy brake pedal

Spongy brake pedal on a 91 ford festiva and have already replaced the mc twice. No leaks. Where should i go? Brake booster or wheel cylinders next?

There's also a combination valve low on the firewall which distributes the fluid among the wheels.. Do you have the rubber hose where the line goes under the body? That gets soft with age and can be replaced cheqaply.
