automatic seatbelts

my seat belt fuse blew yesterday. and today i put a new on in and driver side works perfectly, but the passenger side doesn'tmove it only clicks downwards. like its locking. and ideas?

It's jammed.
Try pushing it towards the windshield when the door is opened.
or
Try pushing it towards the seat back when the door is closed
or
Try the manual crank...behind the little plastic port..inside the car...about the height of the door latch...the door crank tool (I think a 5mm hex) is shipped in the glove box and the factory owner's manual has illustrated instructions.
or
Remove the plastic trim along that wraps the window pillar and above the door....unsnaps straight out...check the track for obstruction.
