noisy valves on 91 Festiva GL

I am finally working on the lash adjusters... None of them had moved in when I push on them. There is a some sludge on top of the head and on bolt heads. What am I looking for as far as a stain? What color? If the noise is not the hydralic lash adjusters what else could cause it? However, I looked at the top of valve stems and a couple of them had the slightest indentation that was round in pattern.

I,m going to replace a lifter tonight and was wondering if I really had to remove the Timing belt to do so?
