Does it sound like belt noise? Maybe you didn't get the belts tight or the got oil/coolant on them whe you did the water pump.

Could be the plastic shroud hitting the pully or belt....they tend to do that and end up leaving a slit right in the middle of the shroud.

I'd bet a dollar to a donut it's the catalytic converter. How does the power of the car feel? If you start to lose power then it's the cat. My truck did the exact same thing, whistled when you accelerated, but the truck just didn't have any get up and go. Just my 1/50th of a dollar.

What are you driving? I've had a sound like the honking of a goose in heat come from the carburettor when the engine is revved up. Can you pull on the trottle cable while the car is idling and get the noise?

Did you remove/replace the timing belt? I have heard them whistle if the tensioner was too tight. Don't remember how the Festiva tensioner is set up.
