      With out the valve train installed...Yes...easily

      With the valve train installed....will turn with moderate effort using a wrench on the timming belt sprocket/nut.

          the cam should turn with a wrench and it will be easy, then tighten up a bit then all of a sudden 'slip' and be easy again... springs should be pretty stiff. remember to turn in the proper direction (when looking perpendicular to the car at the timing belt at the circular cam, turn clockwise. top and to the right)
