Idle Speed Control - Bypass Air Thats what the Festiva book calls it.
Disconnected it and bingo the humming stopped.
So festyboy and jglutz, if that is what an IAC is then you sirs are the winners.

OK heres the question. Will the IAC from a 1.6 work or are they different?
Although I just priced a new one from Oreillys and they cant get it for a 1.3 and for a 1.6 it was $380.
Rock Auto was $480 for the correct one.

My 1.6 was out of a 94 323, and I DEFINATLY know that it will not work. Maybe the earlier 1.6's would. I recall seeing a IAC from another mazda that looked like the festivas. Check the salvage yard for earlier 323's 626's and protege's Good luck Monsoon!

IF the isc is controlled by the iac in the electrical print in the back of your book. then there is no power to it until you keyon or your main relay is stuck. unplug the main relay or the egi 15 amp fuse. don't believe it should have power without keyon.

Recently someone in another thread mentioned a fuel regulator in the FI Aspire models that hums whenever the key is turned on.
