little one wont start

Buying a used festiva that is not currently running and the guy did the following work on it; tune-up kit, new timing chain, and new battery. There is a spark and they think its not the starter.
Almost turns over, acts like it really wants to...If I check the reset for the fuel and it is pushed in, how much do you think a distributor replacement will be at a repair shop, I don't want to get ripped off or do you think the work is easy enough to do on our own? And how complicated is it?

it almost turns over? It should turn over fine, if it doesnt then it isn't fuel or spark, it's something with the starter or battery.

Is the air box (MAF) hooked up? Make sure the intake tube is completely installed and that the wire heaness is plugged into the MAF. If these are not hooked up it will not start.
