Sticky E-break?

so i noticed this a few days ago and very bad 2day when i was leaving school, i let my e-break down and it seems like it doesn't go down all the way, say i pull it up 15 clicks it will only go down 10 and when i take off it seems like my e-break is still on and if you just coast it will stop like the breaks are on it will even tilt foward quick like the breaks are on.

has this happened to anyone or does anyone know what is going on and how to fix it?

The first thing I would look at is inside the brake drum. The e-brake cable comes into the backing plate from the front. There is a swivel point that commonly gets rusted there, because the rubber seal on the e-brake cable, where it goes into the backing plate, has rotted away. Hit that pivot with PB Blaster, then grease or oil it. Should fix it.

Wouldn't hurt to get under the car and check the e-brake cable itself too, just to see its overall condition.

Shouldn't the lever go down regardless of the cable position in the drum?
I'm thinking that maybe he has something under the handle/lever. I've had stuff fall down in the slot under the lever and stop mine from releasing.
Just a thought.

if it wont release then the wire inside has no spot to go.
