Please Help Me Identify This Bolt

I am re-building my 1.3L engine and can't figure out where this bolt came from:

It is 2 3/4" long. Seems to be an M8 or M10 thread. It has a sleeve and a plastic beveled "washer"

That goes on the shift linkage from the shifter where it attaches to the tranny.
