Car sputtered and died?

So my girlfriend has been babysitting my 91 Festiva while I'm deployed and has been using it regularly as a daily driver. Last night, she was driving on the interstate and the car sputtered above 3000rpm, and then suddenly the tach fell to 0 as the engine died. She tried jump-starting it to no avail. Also, checked the timing belt and it is still intact. She disconnected the VAF (using the trick I used to determine that it was the culprit a month ago) and it wouldn't start momentarily like it did for me. The only pre-existing issue with the car is that it will sputter if it's below a quarter-tank of gas, but she just filled the car up today. Now she is saying there is a constant ticking noise coming from under the hood when the key is in the "on" position, without the engine running. She emailed me a picture and, using my factory shop manual, said it's coming from the idle speed controller. Would this cause the car to not start? She said she put a fuel injector cleaner in when she filled the tank...maybe there was so much buildup in my fuel system that it clogged all 4 injectors? Any tips on what to look at next would be awesome.

Well that makes for some difficulty.
Guess in my case I'm left with phone and internet.
I'm thinking fuel problem, but will wait till we receive more data.
Illogical, you have our numbers, we expect you/her to use them!

Has she checked for electrical power at the fuel pump? Or Check for fuel pressure on the rail?

The sputtering when the tank is low could be a small hole in the pick up tune.
