Where is this hose marked in the pic going to?

Where is this hose marked in the pic going to? What is it used for? What if I lower the dashpot setting or disable it to make the engine return to idle quicker, will I make any damage?

That hose goes to the ISC-BPA. That is Idle air control - bypass air. Yes you need it for cold engine start up.
