I guess this is the way it was designed? What a crappy design... Maybe it was just a good idea gone bad, or maybe there's this "door" that rusts off from ALL festivas, and doesn't direct the hot air, and maybe I'm talking out of my ass... LOL
I can't believe how many festy owners post for a prob like this instead of using the "search" feature to find out that their heaters are working normally to begin with.
I have used the search to diagnose annoying problems with a complete B6 engine swap ...

There control on your dash for recirculating to outside air is hooked to a flap in the dash that directs the air flow. The seal on that flap is shot so outside air comes straight in. Pain in the rear to fix.
Take your radio bezel off and duct tape over the vent holes. Then put the cover back on. It wont show. EZ
