Speedometer "Shakes"

I got a couple gauges with tachs on them but the speedo needles shakes on them...I've taken out my speedo cable, lubed the crap out of it and it seems ok...it even works ok when i put my cluster in without a tach...no shaking on that...but i put the clusters in with the tach's and it shakes....both clusters are high mileage ones so I guess something inside could be wrong...is this a common problem...any ideas on how to fix?

Will try another cable tomorrow, was going to anyways but...was just kind of expecting an answer like...oh yeah the little white gear inside the cluster is cracked or something like that.... thanks for the help!
