Help replacing AC belt

It's time to replace it, can't figue out how to get it on any advice

small pulley

there is a small pulley above the compressor pulley. you can loosen it up, by the top bolt. you can also tighten it up with same top bolt.

Saw that but couldn't loosen it enough to get over it, ithink they gave me a shorter belt so I'm swapping those out today. But just wanted to make sure i was loosening the right thing.
