    '91 standard base Festiva will crank but not start.
    Runs fine after a battery boost or a push start but won't start on it's own.

    I'm thinking that since it's riding fine once it gets started it is not fuel or timing. The starter makes no unpleasant sounds and battery seems fine for everything else. really can't figure this one out any help would be great.

    sounds like the battery is weak. Go to a local chain auto parts store and have them load test it. More than likely, its dropping below 8 volts during cranking. If so, the pcm won't initialize. It would crank fine, but the computer doesn't have enough power to turn on. That's why a boost or push start works.
