why does it run rich?

I have a 1991 festiva 140,000 miles. Since I got it its always run rich and the check engine light comes on and goes off as I drive(hot starts require petal to floor and alot of smoke to start, always smells like gas while driving. The PO recently replaced the exhaust w/out converter. I replaced plugs, wires, cap and rotor.
Im not sure how to test the vane air meter but the car hit a deer on the right and the airbox has a small crack on it before the meter but bolts shut tight.

Ideas?
