Im pretty sure its a vacuum line, check the intake manifold just under where the carb mounts to the intake, theres seven places for vacuum lines. See if there is one missing.

I went out with a flashlight and looked at my '89; my hose is unhooked at the top! The bottom hooks to a T connection but I can't see under the air cleaner where the top goes. Will mess with tomorrow. Also ant nest in door from sitting one weekend!

Yes, it looks like a small fuel filter. Apparently you must remove the air cleaner assembly to see where it hooks up. I got an '89 wiring and vac manual the other day and it shows it hooked to a T that splits between the air cleaner vac motor and the air cleaner hot idle compensator (?). The lower (in diagram) hose goes to a T connection that splits and goes to the vac manifold and canister.

I removed my air cleaner to see where the top hose goes (don't think this is your problem). It goes to the front connector sticking out of the R side of the air cleaner, just below the rearmost fat hose. The bottom hose goes to a T connector, about 5 inches below the plastic thing. It is not buried, and should be noticable. Hope this helps. If it doesn't, I'll try to take a pic. George
